Legal Partnership and Nation-Building with Whitecap Dakota First Nation

Cochrane Sinclair LLP was proud to host Chief Darcy Bear and General Counsel Aly Bear of Whitecap Dakota First Nation at our Vancouver office. Their visit sparked powerful conversations about Indigenous self-governance, legal advocacy, and economic transformation.

This week, we had the honour of welcoming Chief Darcy Bear and General Counsel Aly Bear of Whitecap Dakota First Nation to our Vancouver office. Their visit was more than symbolic, as it was a powerful reminder of the progress that can happen when Indigenous governments, legal advocates, and private sector partners work together to advance sovereignty, governance, and economic prosperity.

Chief Darcy Bear has led Whitecap Dakota First Nation for over thirty years, earning national recognition for his bold and visionary leadership. Under his stewardship, the Nation has undergone a dramatic transformation—reducing unemployment from 70 percent to just 5 percent, and attracting over $160 million in investments. His efforts culminated in a landmark self-government treaty that gives Whitecap greater control over its laws, policies, and future.

Aly Bear, Whitecap’s General Counsel and former Third Vice Chief of the Federation of Sovereign Indigenous Nations, is a formidable force in Indigenous law and governance. She has represented 74 First Nations at regional and national tables and continues to lead with strength, empathy, and clarity. As the first lawyer from Whitecap Dakota First Nation, Aly Bear is forging new pathways for future generations and building capacity in Indigenous communities with every step she takes.

During their visit, Chief Darcy Bear and Aly Bear shared insights about building robust governance frameworks, pursuing legal autonomy, and fostering sustainable economic development. These conversations are critical to our work at Cochrane Sinclair.
